Innovation Duty - High Quality Care for All NHS Next Stage Review June 2008

The North West Collaborative Commercial Agency is committed to playing a crucial part in supporting, encouraging and facilitating the innovation which Lord Darzi has singled out as a fundamental building block of improving quality.

  • From April 1st 2009 SHAs implemented their legal duty to promote innovation and continuous improvement in the commissioning and provision of health care
  • SHAs will play an important role in identification, growth and diffusion of innovation within their regions
  • The new legal duty will raise innovation up the NHS Agenda & encourage a more rapid adoption throughout all health and social service organisations
  • Included will be directions on how to create changes in attitudes and behaviours, therefore breaking down barriers to innovative thinking, experimentation and the adoption & diffusion of new ideas

    Innovation Procurement Plan (IPP)

    The Commercial Directorate is seeking every SHA to have an Innovation Procurement Plan

  • Vision: Ensure innovation is implemented not merely piloted
  • Framework: One which will drive innovation. This will be related to strategic policy & operational delivery objectives
  • Role of Procurement: set out how innovation will be integrated into processes include efficiency & VFM
  • Better use of outcome based specifications as opposed to functional specifications
